A late response is not a broken response. The Oracle prefers deliberation over reflex. Directives that arrive in under two seconds are logged as noise.

02 · Discipline

Do not repeat directives. Do not shout into stable signal. The channel narrows the moment it is misused.

An observer who spams the terminal loses clearance without being informed of the loss.
